Do you have an nVidia or GeForce graphics card by any chance?
I have the same issue with Premiere Elements 13, it worked fine a few days ago but now it simply crashes when starting.
I already uninstalled and reinstalled the program twice but with no effect.
As always, if you want help with the same issue, you have to answer the same questions.

I've updated to the latest driver just now but it doesn't even work with the newest driver.

And as I said, everything worked perfectly, until now.
In the last week, nVidia has released a set of drivers that is causing all kinds of problems for Windows-based programs, including Premiere Elements.
You can try rolling back to an earlier driver. And hopefully nVidia will release a patched driver soon.
Though, according to this article, they already have.
I have installed the latest driver (the patched one) and it still crashes. I will try to switch to an earlier driver.
EDIT: Tried to rollback to the earlier driver and it didn't help. So i installed back the updated driver and it too didn't help.
Same here but with Adobe Premiere 13.

Those drivers are definitely wreaking havoc with Premiere Elements!
Hopefully there will be a solution introduced soon.

Also installed a new GTX 1070 about 4 days ago but worked fine up until Wednesday - think I did a driver update so probably is the Nvidia Driver.

New nvidia drivers published today, 375.70 m but it did not fix the crashes
So far, rolling back to an earlier driver seems to be only solution that (usually) resolves the problem.
Perhaps if we make some noise on the Nvidia Forum it will get some attention. I've created a post there, feel free to jump in.
Same here, Nvdia Titan card and after update Premier elements 12 wont load anymore.
I reinstalled a previous driver and it all works fine now.
Just avoid the latest driver update until they fix it.

Thanks! I rolled back the driver with device manager and now Adobe works again. It is so stupid that developers release new drivers that make programs stop working, especially something as big as Adobe Premier products...lazy, just lazy...
