Open up the Creative Cloud App.
Click on the bar that says previous versions. If you don't see what you are looking for them move down one more bar and select the options for find additional apps and select view previous versions.
This will give you access to all of the Adobe versions that are designed to run on modern software from CS6 to the present.
I would suggest you try using After Effects version 13.8.1 as well. I found it to be less buggy than 13.7.1
What I found myself doing was working in 13.8.1 and then opening that project file in 13.2.x to do rendering with multiprocessing (project files work across those versions since they're all version 13). Although, I found myself doing that less and less with 13.8.1 as it seems to render better than 13.7.x
