What exactly do you mean with button? Dehaze is a slider, or a you talking about something different?
Please reset the Lightroom preferences and check if that helps.
Press the shift + option keys immediately after you restart Lightroom, and select Reset Preferences from the resulting dialog box.
Let us know the outcome.

The dehaze function will work on Jpegs as well as Raws. So just to clarify, is the dehaze slider operable, i.e. you can move it left or right to decrease/increase the effect? Or is the slider actually greyed out, i.e. you can't drag the slider?
If the slider IS operable, but you can't see any effect when you drag it in either direction, that would be unusual. Have you tried using different images?
If the slider is greyed out, and cannot be dragged, it's likely that the images are using an older Process Version (dehaze will only work on PV2012 images). Do you see the "lightning bolt" below the Histogram, which would indeed indicate an older PV?
