It is not uncommon for Windows 10 users to select a setting other than 100% for "Change the size of text, apps, and other items". Windows actually recommends 150%.
When something other than 100% is selected, the UI for Adobe Animate doesn't function properly. For instance the new document dialog is shifted, not only hiding some content but also preventing the buttons from being used to actually create a new document.
Also in the main pane, scrollbars are not present when zooming into content making it impossible to view portions of the document.
