I imported from Photoshop Elements Catalog option, rather than import photos directly.

It's been many years since I migrated from PSE 8 to LR 3. The migration was not smooth, and I ended up writing my own scripts rather than using the built-in catalog conversion (a detailed programming task). I know that people have sometimes experienced hiccups over the years with this, but I haven't followed closely.
One thing I recall reading a couple of years ago: The catalog conversion worked better at one point if you first wrote all of the metadata from the PSE catalog into the photo files before trying the import of the catalog into LR, because LR's conversion read some of the photo metadata from the files, rather than the catalog. In PSE 14, the relevant command is called File > Save Metadata To File (select all your files and issue that command). In earlier versions, it was called File > Write Keyword Tag and Properties Info -- don't know about PSE 13.
If you can't get LR's Import From Another Catalog to bring over the GPS, you could try importing the photos themselves into LR (after doing File > Save Metadata To File in PSE). The should bring over captions, date/time, star rating, keywords, and GPS. But it won't bring over stacking and collections (PSE albums).
