You can definitely edit 1080p natively in Premiere Elements -- and you can create a Custom Export & Share preset to output 1080p.

Been reading manual all day, and it's incredible amount of neat features in there.
I ran a Premiere Trial in the 90's some time, and that was another story.
I'm also impressed over how up to date manual was, just downloading that as pdf.
What you can download often suffer being at least a version old.
