While I don't speak for Adobe, the dehaze feature ought to be in Lightroom 7 (whenever that comes out, no one knows), and that assumes that there will be a Lightroom 7 (no guarantees there either, although my personal opinion is that there will be).
In other words, your question cannot be answered, it's all speculation.
Only CC apps get new features.
Adobe is not permitted to add new features to perpetual lisences under US law.
As said in the answers before the Dehaze function is only available in the CC version. It could be that Adobe extend the version 7 with the Dehaze function. Nobody knows about that.
But there are several postings about hacks to use the Dehaze funtion in LR 6.1 or above. Take a look here:
