I am not sure if it happened after update my OS to sierra from iMac.
When I am trying to adjust tone curve with my logitech mouse it won't move smooth at all.
Also I was albe to click to adjust slider to specific point but now it won't move as I click. I have to slide instead of clicking.
Any idea or help?

There have been a few reports of that in this forum. I suggest you post in the official Adobe feedback forum: Photoshop Lightroom | Photoshop Family Customer Community. That will provide a place to collect the other reports.
This bug has now been acknowledged. The team is investigating.
