enabling  and disabiling activex DOES NOT work

enabling and disabliling flashplayer DOES NOT work

the installer will download and install,  however, the app. will NOT install what it does not download

there is no option to RUN or SAVE TO

InstallAX_23_0_0_205.exe will NOT download
