Are you by any chance using D11 in trial mode? If so, the projector creation
has been disabled. It's a lousy decision and one I'm reminded to raise with

"It's a lousy decision" -- I couldn't agree more. I'm a longtime Director developer (since MacroMind days) but since my new employers didn't have a current version, I ordered D11 through our software purchasing process, which takes a little time. Downloaded the demo version so I could get started w/my app ... but, no, I can't create one with the demo version. Very silly decision on Adobe's part ... what was wrong with a watermark as a solution to people using the demo instead of buying the product? Taking a hard look at Adobe AIR as an alternative, and maybe something like Appcelerator/Titanium or Multidmedia Zinc so users don't have to deal with AIR runtime install issues. I really hope Adobe's neglect is not the end for Director.
