how to slow down random expressions?

I'm using expressions on the opacity to make a star shine on a still image. However when I set the random values in expressions, it does it every frame.

Is there a way to slow down when it randomly changes expressions. Also, is there a way to make sure that it ramps between the current value and the next value throughout the timeline?
