Cannot install IOS app on Iphone 6 with hydration on.

Here is my App ID:  2346454

The problem is as described in the title.

My company makes many cross platform apps using PGB and this app is not configured any different than the rest.

It can install on multiple different Iphones and Androids just fine without Hydration, but it is missing packages and doesn't load correctly.

With hydration everything runs fine, except I cannot get past the install on a specific Iphone 6.

Any idea what could cause one specific phone to not allow a hydration install?  It gets stuck on the "oops there was a problem" loop and never completes the install.

I have deleted and re-build the app and haven't been able to come up with a solution.
