Shape Layer Fill & Stroke Tools

Hello -- I have selected a shape layer but I cannot see nor find the stroke and fill tools All the questions i can find in the community and elsewhere reiterate that these tools only show when a shape layer is selected, and will show in the tools panel. However, they do not populate for me despite having done this.  Is there somewhere i can manually add them to the tools panel?

if the shape layer is selected, you can see the fill and stroke options in the upper tools menu. (window->tools)

if you are experiencing anything else please provide a full screenshot so we can see what is going on.
