I have a MacBook Pro running Two Operating systems using Boot Camp as below.
For MAC I am running macOS 10.12.1
Using Boot Camp I have installed Windows 10 on the same machine.
I have two questions as below.
Question1: If I was to subscribe Adobe Indesign for this machine, will I use same license for both OS or I need to subscribe individual licenses for both OS in other word need to pay double?
Question2: If I buy a separate PC and install on it Adobe Indesign can I switch my license from my current MacBook Pro to the PC with no additional cost?

If you buy a subscription to InDesign CC, you get a license to install and run on two computers (or on two "virtual machines" if you're using something like Boot Camp). It doesn't matter what operating system they are running. You will install each of them from the Creative Cloud desktop app for the operating system you're running.
In addition to what Steve said, you can install CC on more than two computers for the same person. You can only log in to two at a time. So if you have Mac, Windows running on Mac, and a laptop, you can install on all three but only be signed in to two at the same time.
Click the Gear icon and go to Preferences to Sign Out.
