Links Folder Not Included in Package - LOCKED

I am not getting a links folder when I package a file. It used to automatically happen as part of the packaging process. Now I have to manually create a "links" folder in the package, copy the images to the folder, and re-link. I don't know what changed or what happened.

InDesign CC 2017, Mac 10.11.5
