Reg: Translate in Eps File

Dear  Friends,

I try to get information from Eps File and have a doubt ,what is the functionality of  1 -1 scale  and 0 -100.5 translate  in the following information from the Eps File.

Is it possible to get Artboard coordinates by using 1 -1 scale and 0 -100.5 translate values.

if it is possible,please give your suggestion.

1 -1 scale will flip the y axis

0 -100.5 translate will move the y location by -100.5
