How to Mitigate Window Glare

I took a grandkid picture in school with a window as partial background.  The result has a 'blooming glare' on the upper left.  How can I eliminate/mitigate glare using lightroom and/or photoshop?

I would say this is impossible in Lightroom. In Photoshop, you could "clone" another part of the image over the glare, but without seeing it, it's hard to say if this would be easy or difficult.
