What do you use for the page rotation?
There are two ways to rotate in Acrobat, and it can cause confusion.
If you rotate your View of the pages with View > Rotate View or by Right-Clicking, it rotates the view of all of the pages. This can't be saved, and it will go back to its default view even if you make other changes and save, close, reopen.
The other way is to rotate the pages. There are several ways to do this. One is the Pages panel. In Acrobat DC you can use Organize Pages. There may be a tool in your toolbar. Some versions have a menu command. But make sure your are rotating Pages, *not* the view. Then you can save.

I see my students get this one wrong even after I teach them the correct way. The Right-clicking especially leads to doing it the wrong way.
