After Effects CC 2017 crashes on startup at "cleaning up CEP Manager"

Every time I load up After Effects CC 2017 it crashes out at "cleaning up CEP Manager".

I have uninstalled and reinstalled twice but still happening.

Computer is running Window 10 16 bit and laptop is Intel Core i3 with 4gb ram and plenty of HDD.

I have tried running application as administrator and still crashes at same point.

All other apps working fine such as Photoshop, and Acrobat not run any others yet.

I can not find anyone online with the same issue so hope someone here can shed some light on this!

Thanks for the advise but this is the first boot up of the software it has never fully loaded.  Did try reset preferences buy holding ctrl+alt+shift and boot up but it still crashes at the same point still.

manually deleted preference (prefs) files in

C:\Users\{user}\AppData\Roaming\Adobe\After Effects\14.0

Still falling down at same point on loading

Unless I am doing it wrong, a bit of guidance appreciated if I am.

uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your apps and trials.
