Menu interface mouse inaccuracy problem

I did some searching here in these forums, but I haven't found a solution from the answers in those cases.

When I hover my mouse pointer over a menu item, it activates the menu item next to what I'm hovering instead. For example, if I hover over "Edit," the active menu is "Layout" and so on down the menu interface line.

I have cleared the preferences/cache.

I am also using a touch-screen laptop with a separate monitor. The screen on the laptop is turned off, making the monitor the primary display.

Anybody have any other suggestions on what I can try to resolve the UI problem?
