2017 has a bug with mp4 media import. try these steps below:
1. Try signing out of Creative Cloud. Restart Premiere Pro. Sign back in.
2. delete media cache under appdata-adobe-common
3. hold down shift + alt while re-opening premiere, for the Mac, press Shift+Option
this will refresh plugins.
-------------------------------
some further debugging listed below from adobe rep:
is the importer plugin still loading correctly? Look for the file 'Plugin Loading.log' in this folder: under importermpeg.prm failing
C:\Users\<username>\AppData\Roaming\Adobe\Premiere Pro
to see which importer is handling your media:
1) right-click on one of your files in the project panel & select 'Properties'.
2) Mod note: These steps were removed as they involve adjusting internal debug tools and that is not allowed.

I moved the saved ppcc file to the cloud. installed a clean version on the desktop, and attempted to locate the unfindable files.
This occured:
Ill look into your solution tomorrow after some rest. Thanks. If that doesnt work ill start from scratch with 2015 again. Thanks.

did you try the first 3 things? why time of codec is it? view with mediainfo and post file information. is quicktime partially damaged?
can you post a file so we can try importing it?
can you transcode it in prelude or adobe media encoder to prores, cineform or dnxhd?
can you try renaming file to .mp4 or .mpeg or .mov?
