LR doesn't start anymore after update to 6.8

After installing the update today I get the 'api-ms-win-crt-runtime-l1-1-0.dll missing' error message.

I have found the other post with the same problem, still that doesn't solve my problem.

Windows update gets lost in an endless loop 'searching for updates'.

I am running Windows 7 x64, German language.
