Develop module is disabled

I purchased LR 6 about a year ago  LTRM, 6.0, MLP,RETR now I can not access the Development module why is that?

Make sure you are signed in to the Adobe application manager with the same Adobe ID and password that you used to purchase  Lightroom 6.
