Hello. I just installed Photoshop 2017. I have a Time Machine backup from last month, although the files say Photoshop 2015. Where can I find the prefs or settings I created in the File--->Automate--->Batch... area?  I had created some batch processes for resizing that I would like to bring over to the new installation. What is the path for Mac?

There are no Photoshop Preferences for Automate Batch.  Photoshop may remember in your Photoshop preferences the last settings you use in automate Batch.  However, I do not know if you migrate your CC 2015 preferences to CC 2017 if those saved settings would migrate.
