What exactly are you trying to accomplish? Do you want to change the spelling features of InDesign to recognise the correct spellings/grammar in French? Or are you trying to change the menu and UI of InDesign itself?

If you want to change the UI and you have a Creative Cloud Package then follow the steps recommended here:

Change the language setting of your Creative Cloud apps

Or if you have purchased an Adobe Application outright then this "hack" should work for you by following the instructions

Open Creative Cloud program and choose your language in preferences. And you need than to install your french ID.

Change the language setting of your Creative Cloud apps - from help.

Unfortunately InDesign can't do this "on the fly" as can QuarkXPress. I write to Adobe many times feature request about it, but they not add this to features.

Remember, never say you can't do something in InDesign, it's always just a question of finding the right workaround to get the job done. © David Blatner

If you only want to change the dictionary language to french for spelling check purposes etc then that can be done under Preferences> Dictionary as per the example below:
