Payment details updated 4 times in the past 24 hours, still not working!!!

I spoke to an agent yesterday because I wasn't being allowed to download creative cloud onto my new macbook, was told it wasn't allowing me to because I hadn't updated my payment details, told him I had already done it 3 times and it's saying they need updating. He told me he sorted it out on his end and that they should be processed within 24 hours and creative cloud available to download once again. Return today to try again and they're still bouncing back, still unable to download, and now unable to talk to an operator or call the helpline because it's only available for 'paying members'. How on earth am I supposed to resolve this now if theres no-one I can contact? This is my only resort.
