It would help to see the code you're using when you're trying to use the domain.
And to know which platform you are testing this on.
Testing the app on Galaxy S7
I see under Access Elements in the PG Doc that in order to use the navigation and intent elements that as of Cordova 4 you have to also add the plugin... cordova-whitelist-plugin
So I tried to add that plugin by adding this line in my Config.xml but I do not see the plugin show up in my plugin tab on PGB.

And still the external links do not work.
Why am I not able to see plugins that I add to the config.xml show up under the PGB plugin tab after a build?? I have this same issue on another post. I have paid support so the Plugins should work.
Paid support has nothing to do with whether or not plugins work. PGB doesn't even have/offer paid support.
The line you quoted is correct, so now the question is why you don't get that plugin included. Possibilities are:
- config.xml not included in your zip file or accidently uploaded an old config.xml version
- zip file directory structure incorrect
- config.xml not parsed due to unwellformed xml
- hydration is in effect and thus config changes ignored.
