Windows 10 build fails with certificate

When I build a windows 10 app without a certificate, the build succeeds.

Then, I've followed these exact steps to create my pfx file: How to create an app package signing certificate (Windows)

However, once I add the pfx file to my signing keys, unlock it and select it for my app, the build fails. The output below is shown in the log:

      CertUtil: -importPFX command FAILED: 0x80070002 (WIN32: 2 ERROR_FILE_NOT_FOUND)

CertUtil: The system cannot find the file specified.

      My "Personal"

      CertUtil: -delstore command completed successfully.

After some googling, I found this specific issue being reported before on this forum and on github. It looked as if the issue was fixed by PGB staff based on the replies, but I'm still running into this. The strange this is also that I have had a few successful builds with this same pfx file, so it seems to occur a bit at random.

The app I'm working on is ID 1954815. I'm using cli-6.3.0.
