For about the past week, Photoshop CC 2017 has taken approximately 40 seconds from the time I launch it until the recent images screen appears and then it's another half minute or so before an image will launch.
Once the program is running, everything runs normally until I try to export an image. Example: File > Export > Quick Export as PNG. The location chooser dialog takes 28 to 33 seconds to display. Once it has displayed, the export process works as expected.
I see the same kind of performance issues with Dreamweaver.
Other applications are operating normally.

The sort of things that can affect start up times are:
A failing hard drive — especially if set Scratch. A test for this is to Open Preferences to the Scratch tab, and if it does not instantly show your drives, there is an issue with one of them.
For loading images, what size are the images, what file format, and is Compression turned on for PSD/PSB files in Preferences. Large files generally load fast with compression disabled, even though they are larger. We have had two previous posts that suggest a problem in this respect since CC2017.0.1 so have a good look at this
