Problem with creating a new catalog on a new USB backup drive.

I have a western digital back up hard drive that I tried to create a new lo  catalog for. I launch lighteo 6, click file and then click create new catalog. Then in the pop up menu I designate the location of the USB drive and click create, but  lightroom can not create the catalog on the USB drive. What did I do wrong? Does it have anything to do with the fact that it is a backup hard drive vs an expansion drive?

Is there an error message? Can you quote the complete exact unedited word-for-word error message?

Also, is this USB drive an actual hard drive, or is it what some people call a thumb drive? What kind of drive is it?
