It's totally greyed out and cannot be interacted with (can't switch it to off, for example, clicks don't register).
How do I fix this?
There are plenty of fixes for this exact issue for Mac but I cannot find an effective walk-through for Windows users.

P.S Typekit switch greyed out < this is a thread where a user with my issue was able to fix it with their Mac operating system. This is the same issue. Translate to windows please?
This looks like an installation issue with your Creative Cloud desktop software. Do you also see a loading spinner or a blank screen in the Fonts tab on the Creative Cloud desktop application?

The OS X issue you referenced is specific to that operating system; there isn't an equivalent fix for Windows. The above troubleshooting page should get things working for you, though.
