In what way is the video not filling the screen? Does it fill horizontally but not vertically or does the entire video float in the center of the screen?
How is he playing the file on his TV? What player is he using?
Also note that for best results you should have saved the file as a 1920x1080 file rather than a 1440x1080 file -- although, depending on what player or device he's using the play the video, it may not matter since some software players compensate for the 1440x1080 aspect ratio.
Elements should not even offer 1440x1080.
Stick to 1920x1080.

!.I do not know what system he is using to play the video on his TV. He is playing it from memory stick downloaded from Dropbox.
2. I did not see the option 1920x1080 when I exported my file from the timeline on Adobe Premier Elements 14
3. His pictures floats in the center of his TV screen.
