Photoshop 2017 Hanging

Running Photoshop Creative Cloud 2017 on a OSX El Capitan with user's home folder on  Windows server 2012 R2.

Photoshop often hangs for 30 seconds or 5 seconds when mouse button is pressed, making it unusable.

Have checked the PDApp.log file and these hangs correspond to two errors in the log file:

The first error ("Failed to set default attributes...") corresponds to the 30 second hang.

The second error ("Failed to get proxy credentials...") corresponds to the 5 second hang.

Both errors occur multiple times when users are trying to use Photoshop even after subsequent log message says that the opm.db file has been deleted and recreated with default permissions.

On the Windows server the user has Share Permission of Full Control and File Permissions of Modify on their home folder. I've also given the user Full Control for their file permissions but no change in behavior.

Any help with this issue would be very much appreciated as it is affecting a number of users.
