When you export comments, you create a Forms Data Format (FDF) file that contains only comments.

Unfortunately it does NOT.
The "..." "Options" ("App ****"-behavour) does not occur sometimes. I don't know how to force Acrobat DC that the "..." (Options) appear. The comments are listed, but the options are not present.
PLEASE, PLEASE return to the behaviours of Acrobat 9 Pro. Everything went WORSE.
Are you using the subscription version or the perpetual license version (when you look at the About screen, does it say "Continuous" or "Classic")? On Windows or a Mac?
This is what I see:
If you are on Windows, and the "..." are not showing up every time you bring up the Comment pane, I would try to repair the installation. You can do this using the "Repair" function in Acrobat's Help menu. Unfortunately, the Mac version does not allow you to repair, and you will have to re-install Acrobat.
If repairing the Windows version of Acrobat is not working, I would try the "Cleaner" tool (Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs ), which removes any trace of Acrobat on your system. You would then have to re-install. Again, this is only available for Windows and not the Mac version of Acrobat.
Exactly the whole line with "boxed dots" does not appear!
Hours of investigation! But now I know the reason!
If you are using "dDPIScaling" (which is necessary if you have high resolution displays in combination with standard monitors) and the Scaling factor is below 1.0 (in my case "0.95") the whole line disappears.
This behaviour is the same with Acrobat DC and Acrobat Reader DC.
The dDPIScaling within the registry is not very stable. That means sometimes the values are reset to a different value by Acrobat! Then the "..."- line appear!
