LR user permission issues-LR fails to load

Since installing Mac OSSierra update of today, version 10.12.3 LR fails to load.

Error reads LR does not have write permission to some standard folders, followed by click repair which fails over to another screen repeating the same message.

LR eventually post a message reading "Cannot create the required folder: Users/mtp/library/Application Support/Adobe/Develop Presets


When you click ok it says "An error occurred when attempting to change modules"

I uninstalled LR and reinstalled from the cloud, same error message.

I checked all user permissions for folders related to LR and all have read and write access.

Cant get my head around this one????
