What is the best way to have a confidential document locked until it is signed?

We work in real estate and our offering packages contain sensitive financial info, so we would like to include as the first page of the offering pacakage, a confidentiality agreement with a required signature field. When we send to interested parties, they would ideally be prompted to sign the agreement and then the complete document would become accessible. In other words, they would only see the CA (confi agreement) when they first open the attachment and once they sign, they will see the remainder of the document. So one attachment will include both CA and offering package. What would be the best way to achieve this? I should also mention that we need the signed CA saved for our records. Any help is appreciated.
