You'll need to be a bit more descriptive.
Not sure what you mean by "It goes back to an Uninstalled App".
quit your desktop app by clicking the gear icon>quit
Remove the OPM.db file.
Mac OS: Locate the OPM.db file in the \User\<user name>\Library\Application Support\Adobe\OOBE folder. To access the hidden user Library folder, see https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html
Windows: Locate the OPM.db file in the \Users\<user name>\AppData\Local\Adobe\OOBE folder. To view the hidden AppData folder, see https://helpx.adobe.com/x-productkb/global/show-hidden-files-folders-extensions.html
restart your cc desktop app
I understand that your InDesign app gets back to an uninstalled app . Please confirm if you are trying to install it from the CC Desktop app and it rolls back at 99%. Please perform the following steps if your computer is a MAC machine.
1) Click Go in the tools panel at top of your screen
2) Select Utilities from the drop down menu
3) Click Adobe installers > run the InDesign uninstaller
4) Launch CC Desktop app and install InDesign app
