Add a Pop-up or Hover message on a Locked .PDF ?

Use case : Our license agreement is posted to our website, currently in .PDF but "unlocked". We have prospects who “select all” and copy/paste into Word for redlining & starting the negotiation process.

We'd rather provide them the Word version upon request, than to work off the text broken out of a .PDF.

I’d like to lock the .PDF but have some sort of message available that directs them to our organization to request a Word version if somebody tries to “select all” or similar.

Is this possible?

You can add the word document to the PDF as a file attachment. Would that work for you?

It isn't ideal. While we are willing to provide, we don't necessarily want it immediately available to everybody at will.

I'd love any other suggestions though.
