I'm currently doing a project in which a live orchestra is going to play the soundtrack to the movie.
The conductor needs a kind of blinking circle in his version of the film, to see the current tempo and be in sync.
Is there any way that I can generate this, without setting each keyframe manually?
There are always several tempo changes in each composition, so I can't assume only one tempo.

You can use the loopOut() expression to repeat keyframe patterns infinitely.
You can play through the whole piece in Premiere and lay down markers with the tempo via a keyboard shortcut while it's playing back. Then you can import that into AE and use expressions to reference markers and make your circle visible only on markers.
This can be done most easily in a video editing application... especially since there will be tempo changes. I'd work at 59.94 fps for the greatest accuracy.
But then, we can only assume that this is being done in conjunction with something that will be projected, and we know nothing about the delivery specifications of that file. That's a BIG unknown.
