Installing LR preset

I'm very new to lightroom.  I downloaded the LR ultra colour pop pre set over a month ago and can't get it to install.  I also have photo shop.  When I go to downloads and try to open my preset, it takes me to an extension manager for my photo shop cs6 and tells me it can't open it.  Any ideas?

I presume you've followed the installation instructions in the PDF step by step?
