May I know which version Photoshop you are using and on which operating system?
Did you try restarting your computer once?
I was able to get Lightroom to work by tricking the system a little bit.
I went into Photoshop and found an option to open up the Creative Cloud Help, which opened the Creative Cloud App on my desktop PC. From there I opened lightroom and it has been running fine since.
Before that niether the Creative Cloud App or Lightroom would open, but Photoshop would.
I am on the Creative Cloud monthly plan, so I'm assuming the Photoshop would be the Photoshop CC 2015/2016
I will update if I have this problem again
Also, I had tried to restart my computer before that yes. Restarted Twice but they kept on giving me 'Not Responding' and freezing upon opening.
