To resubmit your ID you must upload a new photo you want to sell. When you do so, a popup message will appear encouraging you to submit your ID card. The popup will include a link.

You somehow created two different contributor accounts with the same Adobe ID. This is likely causing some errors for you. I've deleted the duplicate account with no content uploaded.
Your other account that has uploaded content already has a validated ID card in it.
