I downloaded the trial version of After Effects on a Windows 10 laptop and every time I open it, a dialogue box appears that says "After Effects error:preferences file "Adobe After Effects 14.1 Win en_US Shortcuts.txt" is not valid. The File will be renamed with ".old", and a new preferences file will be created. (21::31)". After I click ok, the dialogue box disappears and then after effects crashes. I have tried changing the preferences but the (ctrl+alt+shift) technique does not work for me, and I have not been able to find any other way to solve this.

Do any other Adobe software have issues?
You could try renaming the preferences directory entirely:
C:\Users\USERNAME\AppData\Roaming\Adobe
Change the Adobe folder to AdobeOLD (or something). The next time you start AE, it should recreate the folder with correct permissions for the entire structure.
