Organizer duplicates

Having a problem with organizer. Have 4,000 photos in iCloud, but when transferred to organizer it turned into 17,000. Slowing down my computer and overwhelming, how do I get rid of them?

How to do import from the Icloud to Elements Organizer?

Do you have any local copies of these images and do you also import them?

Please also tell us, Are you on MAC or Win?

I am using a Mac. I downloaded the application and it automatically imported all of my picture files. The local copies are in my iCloud, but also stored on my Mac In The photo album. there's 4000 photos in my storage, but somehow I have over 17,000 when it transferred over to my organizer.
