LR Mobile is free from Google Play or the Apple App Store, with the exception of synchronization and usage of premium features such as editing with selective adjustment tools.
I know, but what i meant to ask if there was a way you could get only those "premium features" and "synchronization" without having to pay for also those "extras" (for me ) such as the lightroom cc desktop versio.

The design of LR Mobile is based on the Creative Cloud infrastructure. So proxies (smart previews) are pulled from the cloud as required, rather than originals being stored on your device. For that reason, a subscription is needed in order to get full functionality.
You could keep an eye out for a beta release of Project Nimbus which does not require LR or PS and will possibly have a different pricing model when finally launched. There was a sneak peak at Adobe Max last November:
