Can you use the lasso and select tool on illustrator 2017 simultaneously​ to outline an object in an image? WHY NOT?!

From what I gather, you're asking if you can use the select tool to select the vector points of an object (or a whole object), and the lasso tool to select another object? Or, are you asking if you can use these tools to put a stroke around the edges of an object?

In either case, the regular select tool (black arrow) will select an object, to which you can apply a stroke (or multiple strokes, using the appearance panel). Using the direct select tool (white arrow) will select all points of an object, if you click inside a filled object, and you can treat it the same way as regular select - but if you select only SOME points of an object with it (you can select multiple points using the shift key with the direct select tool), you won't be able to stroke just that part of the path - only whole paths will take on a stroke.

The lasso tool is for selecting multiple individual points at a time, so the same issue applies. You'll only be able to stroke the path of an entire object, not just between a few selected points.
