I designed (in illustrator) and exported a border for a website. I am trying to put the SVG or PNG elements of the border into HTML but would like to make it hold content and be responsive to different browsers and mobile. The border holding content is to roll out of the navigation bar (interactive). It looks Dreamweaver and Animate might be helpful. I see Muse helps with looking at the scale of browser to mobile screen in terms of design.
each of those would work. i think muse might be the easiest to learn to use if you're unfamiliar with all three.
Not the solution you are looking for, but I would suggest a CSS border for your purpose like the one discussed here Adding a CSS-border in MUSE
I have never tried using a custom border in Muse, and am not even sure if that is a great idea.
