I'm trying to add some lower thirds text to a video I am working on. I'm creating the lower third in AE just fine, animating is going well. However, I would like to add gaussian blur to the first layer so that when I import it into PP, the portion when the lower third comes on, it is animated and blurring what I made in AE. However, it is not doing that. I could create an adjustment layer in PP and animate it, but that takes more time to line up just right with my lower thirds animation in AE. Hopefully that makes sense.

It's not possible. AE layers do not interact in any way with Premiere stuff beyond returning a pixel buffer. This is no different than importing an image or clip.
So then import the clip into AE and do it that way? That's easy enough if that's all I got to do.
Correct. If you need any actual processing, you have to do it in AE.
