Can't down load PE 15

2 months ago downloaded PE/PSE 15 Organizer and PSE 15 both launch.  I deleted PE 15 and now when I go to the download page, nothing happens except a box pops up with the Adobe logo and a button that says submit.  I don't see anysign that anything is happening, nor does my usual Win 7  box on the lower left screen show up..  Can't get through to chat either. 

Any thoughts?
