Two different security settings in one PDF

A PDF form that I created has fields that can be filled in electronically by a "Specialist." The Specialist completes the form, then digitally signs the form. The form is then sent to a "Client" to be digitally signed. But, the Specialist only wants the Client to have the ability to sign the form, not edit it. The Specialist does not have Acrobat Pro to edit security settings, only Acrobat Reader. As the Creator of the form, I do have Acrobat Pro. Is there any way to give the Specialist the ability to complete the form, but later only allow the Client to sign the form. I do not believe this is possible, and that the Specialist would require Adobe Acrobat Pro to change the security settings after completing the form before sending it to the Client. Am I correct?

After you create your Digital Signature field, right-click it (still in Form Edit mode), select Properties and then switch to the Signed tab.

You'll see several options there. Select the second one ("Mark as read only") and then "All fields except these" and from the list pick the other signature field:

Sure it is. The first signature field can be used to lock all the fields in the file, except for the other signature field.

The client will then only be able to sign it again. They won't be able to edit anything else in it.
